Laptop to tv problem...

I can hook it up to my laptop with S-video to s-video with no problem but when I use PCI-vga adapter and run a vga-vga cable from the laptop to the tv, I can't seem to get a picture. The tv recognizes the signal when it's plugged in but I still can't get any picture, but as soon as I plug the s-video in and switch the signal, it pops right up...
