would 2 of the same ported boxes with each the same sub and amp powering them be the same as a single enclosure tuned to the same hz and equivelent volume for 2 subs together preform the same or would one set up be better than the other , basically 2 seperate boxes be the same as one box with both subs.

wouldn't matter either way. it would be safer separate if you were doing a sealed enclosure. remember, if you put them together, you'll need to double the port area but not necessarly it's length. you will have to recalculate to get the correct length.
