It is either the output fets are fried, or your output audio side driver is fried, sending a constant high signal to the gates of the fets on either positive or negative rail. Generally when there is a DC bias problem, the fet is not physically damaged, since there is no significant current flow unless it is shorting the SMPS.

Edit: And this is only if the driver is not being sent a constant on signal, so it could be a couple of things, but the most common is output fet failure.

If I was doing it, it depends on how much the parts cost, and if that's all that's defective. It varies. I don't even know what amp it is so far.

i already tried with my phone and it didnt come out. like i said earlier i tried actually hooking everything up and it still does it. amp is audiopipe gd-6001

Sounds like the amp if nothing was hooked else was hooked up but power,ground, and remote. Do you have another amp you can try just for testing?
