Fuse and Turn- On Question

I am running an 8 guage power wire from my battery and I need to know if it matters how far my fuse is from the battery. Is 3 feet alright? Also my RCA cable has a thin wire running between the pos and neg, is this a turn on lead? should i use it?

you should put the fuse within 18in from the battery, and the thin wire is the turn on, you should use that
