Keep sanding, just block sanding as well, looks a little bit wavy to be and black will show everything, esp. with rattle cans, you can get rage from Terry's auto supply, they ship as well, rage is really good stuff (sands like chalk), you have to remember body filler is just essentially for pinholes, not to fill waves, it shouldn't exceed 1/4''. So if I were you, I would whip out the 60 grit get it all even, and keep redoing the process, also, word of advice, primer only after 220.
Also remember the guide coat, this will show you your hi and low spots
