dumb questions

i am running 2 amps, one for my sub and the other for my components. two questions actually:

1. do i have to run an rca cable from one amp to the other? (im pretty sure no)

2. my amp is rated at 140x4 at 4ohms. do i hook up my tweeters and mids so that all 4 speakers (including tweeters) will get 140 watts? is it safe to send the tweeters 140 watts daily?

all my equipment is in my sig if you need that info

You don't run it from one amp to the other, you have to bring both of them from your head unit.

If its a component set, you should only have a - and + run coming from your crossover to the amp. If you are running active, make sure all your equipment is capable of doing so.
