Crossover as an LOC?

I was just looking at a 2 way crossover that has speaker level inputs and was wondering if that means its a sort of line out converter? I'm doing a factory integration and was going to buy a LOC and a bass controller like the maxxsonics mx3 but thought something like this could be used instead of separate pieces.

It may if the outputs are RCA, but more than likely they are speaker level outs, correct?
