couple questions understanding the gains

from what i've read on http://www.bcae1.com turning the gains all the way down to its lowest point at, lets say 4 volts, because its set at 4 volts, does it require 4 volts to get the amp to maximize its output? and likewise if i were to move it to 1volt, the amp could clip easier only because it takes 1 volt for the amp to reach it's maximum output. am i'm understanding this correctly? or am i just completely screwed up lol.
