Or he could just reset the bio's switch..aslong as you did'nt fck with any thing in the bio's resetting the bio's won't do any thing its a blown cpu i think

The motherboard would still power up and the drives should boot if its the CPU. Just buy a new motherboard, its toast.

it wont get past POST so it wont boot it might turn on

No, the motherboard is dead. Buy a new one. Trust me. The motherboard has to come on before the CPU so if it was the CPU the motherboard would turn on, fans would spin, and then power down. Since it isnt doing anything, all signs point to mobo.

EDIT: Nice ninja edit. Like I said, it will power on if it was the CPU, but not if it is the mobo.

its getting power so the board is reading something though mine does this too when it gets it and its never the board. sometimes i have to wait 10 15 sometimes 30 mins before it turns on again. im not saying its not but it could be something else. bios battery could be shot too
