Calculations for setting gains with dmm

I've got a PG x600.1 with a birthsheet that says 618 watts, but from what I hear, these amps are all rather underrated and those that were originally tested to be barely over 600w should actually be considerably higher. Since I don't know the exact wattage of the amp, should I use 600w, 618w or some higher number that most of these amps seems to put out?

well, I really wasn't concerned with the difference between 600 and 618, but I figured if this amp produces 750+ w, then the difference between 600 and 750 or more would be significant

I figured when I got this amp/subs that I'd end up setting the gain somewhere between 1/3 and 1/2, but set when here there is very little output from the subs, so I'm going to try to set the gains correctly to see if there is a problem. I personally don't like ridiculous, hear-it-from-blocks-away bass, but I figured with a pair of these subs (rl-i8s) and 300 w to each that type of output would be possible, and although that's not exactly what I like, I figure the fact that it can't means that something might be wrong
