also i wouldnt be so quick to dismiss the Q's as a way to get more output. i have no experience with them so take this with a grain of salt. but going from research on the Fi line, and especially 1meangta thread on his 2 15" bl's
he said that with his q's and his bl's off the same ammount of wattage (roughly 1200) the q's were louder. he also said that once he upped his power to roughly 1600-1800 on the BL's, thats when they took the cake for output.
the only thing i can think of is your limited on power. i mean the 20.1 are known to do roughly 2400+ @ 1 ohm. but of course running it at .25 means your dropping efficiency fast as hell, but not gaining power in an equal amount. ive asked people about the 20.1's @ and under .5 ohms and they all said they become very inefficient and don't gain very much power. so its my guess that the BL's are simply underpowered.
only thing i can think of is upping the box size to try and squeeze out a little more efficient use of power for the bl's. 3.4 cubes is sitting on the lower side of box recommendations based on Fi's information. i would say sit them in maybe 4-4.2 cubes each.
but like i said i dont have experience with the Fi line yet. only the sx's from RE a couple years back.
