Need help what is this for

Hello I needed a 12v to 5v wire for my 04 Mustang ive never had this issue before this might be a dumb question but what is this end of the wires for? The other end is cut the wires are ready to go what do I do with this plastic or rubber end?do I cut it off to get to the wires?

That is an e-brake bypass. It allows the use of video on your screen without the need to set the e-brake. Black- ground, Blue- radio's amp turn on, Yellow- radio's parking brake wire.
