Prison officials said 70 percent of the offenders who could soon be released from prison or parole were convicted of sexually assaulting children.
''We are filing the petitions for rehearing and clarification because we believe fundamental errors in the court's reasoning require this action,'' Mr. Salazar said in a statement. ''I also believe it is my duty to exhaust the legal remedies available to the state because of the important safety issues at stake.''
The court's 4-to-3 ruling followed an earlier request from Mr. Salazar that it reconsider its unanimous vote on the same issue last September. Although the margin changed, the court's interpretation remained the same: that state lawmakers created the problem by passing laws with different sentencing requirements, and in such a case, the court said, the narrower law must prevail.

Semenya crushed her rivals by streaking away to secure victory in a time of one minute 55.45 seconds -- the best time in the world this year.
Defending champion Janeth Jepkosgei of Kenya took the silver with Briton Jennifer Meadows claiming bronze.
However, the race was run amid controversy following the annoucement by the International Amateur Athletics Federation (IAAF).
"The gender verification test is an extremely complex procedure," said IAAF spokesman Nick Davies -- who revealed the question of Semenya's gender was first raised after her astonishing African junior championship displays.
"In the case of this athlete, following her breakthrough in the African junior championships, the rumors, the gossip were starting to build-up," Davies added to reporters.
There have been precedents in such cases, the most famous being that of Polish athletics great Stella Walsh, who won Olympic gold in the 100 yards at the 1932 Olympics and silver in the same event in the 1936 Olympics in Berlin.
However, after she was shot dead during an armed robbery in 1980, the subsequent autopsy revealed she possessed male genitalia, although she also had female characteristics as well.

Liberal ACLU to Defend NAMBLA Child Molesters
BOSTON -- The American Civil Liberties Union will represent a liberal
group that advocates *** between men and boys in a lawsuit brought by
the family of a slain 10-year-old.
The family of Jeffrey Curley of Cambridge said the North American
Man/Boy Love Association and its web site which is now off-line
incited the attempted molestation and murder of the boy on Oct. 1,
1997.
One of two men convicted in the killing, Charles Jaynes, 25,
reportedly viewed the group's web site shortly before the killing, and
also had in his possession some of NAMBLA's publications. Also
convicted in the killing was 24-year-old Salvatore Sicari.
The ACLU said the case, filed in federal court in mid-May, involves
issues of freedom of speech and association.
"For us, it is a fundamental First Amendment case," John Roberts,
executive director of the Massachusetts branch of the ACLU, told
Boston Globe Wednesday. "It has to do with communications on a web
site, and material that does not promote any kind of criminal behavior
whatsoever."
ACLU officials said NAMBLA members deny encouraging coercion, **** or
violence.

the federal rap, saying that his client was merely doing research for a
book when he accessed and distributed illicit images. But police
reports indicate that Ward, a 56-year-old former Catholic priest, began
a graphic online correspondence with a San Francisco-area dominatrix
who used the name “Sexfairy” and called cops when Ward sent her a lewd
digital image featuring a topless woman, a **** boy, and a young girl.
According to the Oakdale Police Department reports, copies of which
you’ll find below, the woman, Linda Figueiredo, informed investigators
that she never told Ward of a desire to “see or hear about ******
activities among minors.” The documents note that in his 2004-05
instant message exchanges with the 33-year-old Figueiredo, Ward, using
the alias “Vincentlio,” made reference “that he might be sexually
abusing minors” or allowing them to “engage in ****** acts in his
presence.” As first reported by San Francisco’s ABC7, armed with the
explicit IM exchanges and the image received by the woman,
investigators obtained a search warrant for Ward’s AOL account, which
yielded other alleged photos of child ***********. Several of those
images, an investigator noted, “depicted children engaged in or
simulating ****** acts with adults or other children.” The minors seen
in the photos were between four and 17 years old, according to a police
estimate. The photographs resulted in Ward’s indictment last year on
three federal felony counts. Currently free on $250,000 bail, Ward was
fired last December from his job at KGO Radio, where he built a
reputation as an outspoken liberal voice and harsh critic of the Bush
administration.
