Sounds more like budget issues than law issues. I have a security clearance that took well over a year when techinically it should have taken a couple of weeks. Not enough people to process requests. And if you are unlucky enough to get jacked in the next couple of months that sucks. But chances are you will be packing before that occurs.

It's a political thing. New York isn't exactly the easiest state to get a concealed and carry permit in...Unfortunately, states like New York, California, Illinois (to name a few) just bullshit you around to make it harder.

If you research, you will see it has been proven that States/cities with less strict gun control laws have considerable less crime rates than states with higher gun control.
