In mass suburbs, yes. Mainly because "Joe's Construction" cannot scale up to build 1000 homes. I am speculating here, but I'd suspect it is easier to developers to sole source the construction.
In individual homes, there is a more competitive market...but it seems (based on people I know who have homes built) they cannot achieve the economies of scale that mass builders can. However, there is a definite difference in the quality of the homes.

What about construction in general. Is that a noncompetative oligopoly?

Lets say they are right on all accounts. Unless the complainers sell their cars and start riding bicycles everywhere, stop purchasing clothing made with petrolium products, stop heating their homes with energy from our power grid, and start utilizing camp fires as their primary means of heating and cooking, they are hypocrits. But of course, they want the world to change, but not at the expense of their daily conveniences. It makes them feel good to complain about the problem, while being part of the problem themselves.
