whats wrong with this?

For some reason my subs arent working? At first I thought someone jacked them cause I didnt hear any bass but when I pulled over they were there but not playing as loud as they should be. The subs are moving, but barely. Does anyone know what is wrong with them or how to fix them?

 
Could be a variety of things. If they were wired out of phase, they would still work fine. Check to see if one of them is blown. A melted voice coil would have that effect on two drivers in a sealed enclosure. No sound and almost no movement (movement from one speaker, the other just recipricates-but not much since it's blown)
