You just proved, with your own equation equation, that the circumfrence DOES infact double if the radius doubles.
Lets plug it in.
2*3.14*8= 50.25 circumfrence
2*3.14*16= 100.48 circumfrence

I think the equation you were looking for is the AREA equation.. like with a square in it. pi*R^2 = area.
And, you will indeed find out that 32's have mroe than twice the area of a 16... however.. who cares?
The point is, 32s are double the size of 16s.. no one cares about the area of a wheel (minus you I guess)... the point is the diameter.. which is what matters.. is double.
