Deffinitly a graphite spray, craft stores should carry it.

Almost looks like "killz" put on with a roller. I've done a few boxes with it. If you use a roller it leaves a texture like that, and then you just paint over it.

It's Fleckstone. Comes in two spray cans. One can gives it texture and color and the other is a sealer. Was around $12 at Home Depot last time I looked. It was allt the rage for amp racks and such about 15 years ago.
