what kind of box are you using and what kind of car is it in?

It does sound like the LPF is too low. Also could be the type of enclosure being used.

Build a 4th order for it.

Buy a sub that will actually hit it or build a box tuned for that freq.

The issues is settings and/or the enclosure.

You will have to go over each and figure out which is the issues and then resolve the issue.
