You don't need 10,000 watts to get pulled over. A lot of states/counties will pull you over if they hear it at all outside the car. Which means he probably wasn't driving either. It can easily be heard if he's just sitting there/idling. Exhausts don't produce a whole helluva lot of noise at idle, especially police motorcycles.it was dark and they didnt have there lights on
