My friend wants me to find him 2 12" and an amp to power them, along with a wiring kit for about 500-600 dollars. I know its tight, but any suggestions?

Running total of $450 for BNIB items purchased through an authorized source so if you burn any of it up in the first 36 months of ownership you'll get it repaired or replaced for free. Additionally you're left with $50 to acquire some wiring.....this likely won't buy you an all-in-one kit but some careful eBaying ought to yield you more than enough of what you need with a budget of $50 for wiring for a single amp.
What's left out in my example is an enclosure for the subs but you made no mention of needing one so I'll assume you and/or the friend have the necessary dexterity to build one or you know where to source one for your needs.
Not the best of setups, to be sure, but for prices that include shipping from an authorized source it isn't too terribly bad either.
