no,. they charge a 3% fee to withdrawl the money u get from people that buy from you. if all you do is buy, then there is no charge, and i would HIGHLY recommend them as they have certain protections in place for you against scammers.

the "rip-offs" that are associated with paypal are spoof emails and websites made to look like paypal's. just be sure you know how to identify secure sites and such.

and when you go to paypal's site make sure the little lock is on your browser before entering your password........on their home page it usually isn't, so you either have to add the s after the http or click on the log in link and it will send you to a secure page

They're "protection" relies on so many things that it is only about 40% affective in my opinion
