what do you guys think would sound better for example a 13 w7 rated for 1500 watts at 1000 Watts or a 12 w7 rated for 1,000 at 1000 Watts? basically a bigger batter subwoofer with 2/3 power versus a slightly lower subwoofer with full power what's better?

The bigger sub. As you approach xmax on a sub distortion increases. The W7 has a unique design with an extremely flat BL curve, so the "bigger is better" theory doesn't apply as much.
