thats where paypal pretty much broke the law. if the 400 wasn't taken out before it was refunded then they couldn't legally go back 2-3 days AFTER is was refunded and take it. They took money that wasn't owed to them. thats called stealing if an individual were to do it. i'm pretty sure if he were to take a screen print to his bank and explain what happened they would waive the fees. and they could get paypal in trouble as well if they wanted to push the issue.The $325 was overdrafted because paypal hadn't deposited his $400 fast enough.

I see now that Payments and Refunds are seperate transactions. When I pressed "Pay Now" an order was sent to PayPal telling them to withdraw the money. When I was sent the Refund an order was sent instructing PayPal to add the money to my account. These are in reality in no way connected even though they might've seemed that way to me.Not sure where you are coming from..
When he pressed "send payment" that money was gone from his checking acct. When refunded it went to his PP balance. He then would have to request a transfer and wait 3-5 days before that money returned to his checking acct.
