Newbie amperage/power question

Is the amp draw of a car stereo system limited to the fuse amperage of its circuit?

My aftermarket stereo is hooked up to the stock wiring harness (using an adaptor harness). So, is the power to the stereo system limited to 20 amp fuse on this circuit?

If the system exceeded the 20 amps (e.g. it was shorting out) the fuse would blow. Correct?
