1) Lets that I want to run two 10" 225W (450W peak) subs. the subs are 4ohms each. I would run in parallel.(the two subs become 2ohms). How big of an amp should i get(mono)?

2) when wired in parallel from a mono channel amp do you have to multiply the amount of subs by watts of each to determine the size of amp? Peak or RMS?

 
id like to stay around $250 for box/amp/(2) 10" subs (a buddy of mine has a wireing kit he'll let me use), i need to stay under 300

the amp i listed above i can get for probably for about $100 on ebay, the mtx sub/box combo is $130 at crutchfield

 
There is someone on a local Chicago board that has 2 older type r's and a 1000w mono sony amp. All of it in a sealed box. Only wants like $150, you'd just have to make the hour drive to the south side for it. It'll be 5x louder than the equipment you listed for less money.
