my little brother was strangling our dog

My little brother had to take our family dog out to go to the bathroom. The dog was laying down and refused. So my brother started strangling the dog. The dog started sounding a growl, that was muffled by my brother's hands on its throat.

I heard the commotion and went to see what was going on. I told him to stop and he did, as he kept telling me to 'just go away i'm trying to do something with the dog'. He became aggressive with me, and started pushing me. Being the older one, I didn't fight back, but I insisted that he leave the house for now and I would take care of the dog.

Anyways, what I want to know is, if he does it again, am I allowed to beat the **** out of my little brother? In defense of the dog?

hes 17, I'm 20. Parents are away on vacation.
