Yes a DMM can do it.

I know you can but do you just put the leads on your battery terminals?

I go right to the amp or right to my back battery what ever is easier since my batt is behind the seat I can get to the power input on the amp easier..

That depends on what voltage you are looking for. You will see small differences in voltage throughout your vehicle depending on the setup. If you are looking for the voltage of your battery, check at the battery terminals. If you are looking to see what voltage your amps are seeing, check at the amps power inputs.

Tested the power terminals on my amp and it was between 14-14.4 cranked up with a bass test. I'm assuming that's good?

That should be very good. Most people would expect to see more than a 0.4v drop under heavy bass notes. You can try a test tone for 30 seconds or so to see if that number drops.
