well i tested my pre out voltage and 35/50 it only reads bout .6 my loc reads over 1

I'd still at least try it to eliminate the loc as the cause of the noise.

ok... so it's not the loc. have you tried grounding the rca's, yet? have you tried regrounding the amps and head unit, yet. you'll have to try everything one step at a time and pretty soon, one of them will fix the problem.

i'm betting it's a simple case of a bad set of rca's, personally.
