Line Out Converter

Are there any good budget line level converters out there? Got my eye on the new budget pioneer touchscreen and they cheaped out and there are no RCA preamp outputs.. Is there any way im going to get good SQ using a converter that costs under 50 bucks? I got a mono block amp and a 2 channel powering my mids/tweets
