Laptop Screen

what does the laptop have for video inputs? for instance i use my monitor to watch tv. component video cable from my cable box to my monitor, and optical cable from cable box to my surround sound. if all you have is vga input you'll need a tv tuner card. i dont know if they're available in pcmcia, but i would imagine you can get an external tv tuner. run your coax to it, and connect vga cable for video and rca's to surround sound.

 
most laptops don't have ANY video inputs.

You'll need a controller for the screen. You'll have to search around, but most have an adapter that goes from the panel to VGA. You'll also need the power supply, but should come with the adapter. Then it's just like a computer monitor.
