WTF dude, did you magically hook up a facory radio to a 9 volt battery? Perhaps you should post exactly what you are trying to hook up into what? Need more info is what this comes down to. My crystal ball is not working today, I forgot to recharge it last night.

I bought a wiring harness but i havent gotton it yet and i wont for like 2 weeks so i spliced the old wires with the new wires and the power light turns on but it doesnt power up

Dude, I and others are not going to go on a wild goose chase looking at other threads. What is the vehicle, year, make, model. What is the cd player, make, model. Not hard questions to answer that might also lead to us finding out that you may have a factory amp that might need to be given a turn on signal.....
