Yeah a bigger budget. Good luck getting 4 subs without an amp wire and upgraded electrical for 600 bucks.

dd has a pretty good selection of decent priced b-stock subs. you just gotta monitor their page all the time because their stuff goes quick. Otherwise for the price, AudioQue HDC3's, American Bass XFL's, Sundown, and a handful of a few others will cover your budget for 2 subs new.

I hope you plan on sticking to the rookie classes. Get a good solid 18 or 15. What every you can fit. Find the cars freq and build burp boxes till you hit the money shot.
