If you never have to turn it up past 27/62... thats also not too great. Ideally you want to have a nice powerful volume at 40 where the signal is about 2/3 of the way up.

if you blew that sub with that amp @ 27/60 volume, your gain was WAY too high... simple as that. btw, i dont see that thing costing but $18ish to ship each way if you use fedex ground.
Disconnect your subs. Set the Head unit volume to the max lvl you would listen to it at. Set all of your EQ settings to your personal taste. Always leave the boosts off. Now play a 40hz test tone on the HU on repeat. Set the DMM to AC volts and raise the gain untill you read 31.62volts. Connect the sub and bump some musicso turn all eq's to flat, and all boosts to 0..

then what. set HU power to 2/3 of capabilities and start setting things from there?

It is always safe to lower the gain just raising it puts your equipment at risk.
