Having a problem with noise in my uncles system...HELP

My uncle has my old 1995 Jimmy and he wired the system up Saturday.

When the car is off, but the ignition is turned back, the system comes on, nothing is wrong. Everything works fine, no noise nothing....

but...

when the car is turned on, we get this loud noise coming thru the subwoofer and I don't know what it is. HELP!!!

This is what I did so far to try to fix the problem:

1. Ran the remote and RCA cables on the opposite side of the truck.

2. Shortened the ground and ran it to a more solid, clean spot on the chasis.

From there, I have no ideal what's going on.

I'd classify it as more of a whine. I'm not sure what kind of noise it is, but it only happens with the car is turned on.

i get alt noise in my blazer. it doesnt come through the speakers though
