if you want to get bigger then your going to need to eat more. You can't take in less and expect for your body to get bigger.
That being said, make sure you work on your entire body. You can't spot certain areas, and having muscles that are stronger then others can lead to injury (it's happened to me).
Make sure you work your back, shoulders and abs. And make sure you take in a LOT of protein.
Rest-wise, try different things out at first. Your body may need less time, it may need more. Everyone is different, so you can take suggestions, but you have to know what YOU can handle.
Also, remember that not everyone is built to look a certain way. You may plateau or you may not get the results you were looking for. That will just be a surprise when some idiot thinks your weak and you really can kick his ***.
But work everything. I'd suggest bulking first (less cardio) then transition into more of a cutting phase (more cardio) so that you start to lose some of the fat you gained when you were bulking up your muscles. Make sure you know your base metabolism, so when you achieve what you want, you know how much you need to eat to keep your results.
