Front stage placement question...{*Pic*}

Do you think kick panels would most get drown out by bass causing them not to be as loud as they can?

 
CJL, kick panels would give you best overall sound if you could do it. Try putting the tweeter so they are above the ankles when a passenger's legs are outstretched, so you have a line of sight to the tweeter for best sound. You will not loose much if any overall volume.

At lower volume does it sound like the sound is coming from under you due to Kick Panels low location?

May be a weak link. Hifonics has been pretty dubious for going on 30 years now.
