Flexin problem

Sound deadener is not always the best remedy. If there are screws to tighten that is always the best. Also, use some duct tape in between panels so they do not touch each other and also to hold things snug in place. Deadener is just to change the resonant frequency of certain panels by adding mass. It does not magically fix huge issues as some people seem to think it does.

 
Yes duct tape between panels will help with vibration noise but the OP specifically said he was having FLEX problems which Rudy has proven can be greatly reduced by adding CLD tiles...

Yeah it's a quarter panel though man. Usually it has body lines etc to keep it from actually flexing. Usually in that case it is because something has come loose and the actual panel is flapping in the breeze. I follow your logic, I just don't think that's the most effective solution in this scenario.

I understand the panels have some reinforcement but it's not designed to stand up to the type of pressure we put it under. My rear quarter panel has a big metal bar going down the middle of it but it was still flexing like crazy. Slapped a couple CLD tiles on it and you wouldn't believe the difference. I know sound deadener is not the end all be all for noise issues but for flexing it's definitely one of the most effective options.

I do agree that he should check for loose bolts first, but just because he's got flex doesn't mean something has failed, he's putting the car into conditions it was never designed for.
