Is it necessary to have a EQ and a crossover? Also how many Fard CAps would I need with my setup.

this is what I have:

panasonic CQ-DVR909U HU

mb quart rsc216 6.5

Infinity Kappa 693.31i 6X9

PPi 4-480 Amp

Mtx 8100d amp

2 15" Kicker L7

What EQ and/or crossover should i get?

if you wanna adjust the different tones in your music, get an EQ.

if your amp doesnt have a built in crossover, and you dont want your subs playing treble, then get a X-over. Crossovers arent 10)% necessary for an average joe system, but if you wanna cut the higher Hz range outta your subs, then you may consider getting one.

the MTX 8100d amp has a built in X-over, so no need to buy a new expensive one.

if your HU has EQ's on it, no point either, so the only thing u should look at if u wanna set tones if an EQ
