Do I need a recone?

I have 2 12" idqs and a dls a6 to power them. I turn on my car and the subs sound weak, you can still hear it, but deff not as loud. So i go look and the subs arent moving, but if i put my hand up to it, then i can feel vibration. Also on the bass controller it has a little led to show if there is power and its not lighting up, but then why would the subs still be getting power? Thanks

Since there are 4 fuses, if 1 blew, would it still work?
