DMM on battery reading 16.7 volts at idle .. Bad alternator voltage regulator?

Im guessing thats one of only a few things it could be, but is it safe to drive it 30 miles or so, so I can get it home and in the garage? And would turning all the accessories on help drop the voltage a bit? ( lights, heat, radio, rear defrost , anything really )

16.7 volts at standard idle, Im sure it probably jumps up to 17.5 around 2-3000 rpm..

 
This voltmeter is just fine, and my other car sits at 13.9 @ idle with it.. just checked

The lights flicker on the dash, as well as the headlights too

 
If you disconnect your alt (the wire, not the belt) and dont have to run headlights or AC etc, it should make it 30 miles on the batt. Take a spare batt just in case it doesn't, traffic or batt quality would affect range.

yea , but Im getting the opposite, Its being overcharged, cuz Im assuming the regulator shit the bed.. So If I turn on a shitload of accessories ( lights, heat radio etc ) , it "might" drop the voltage down a little bit.. Im not worried about the batt dying, Im worried about it overcharging , and bursting
