Not necessarily. How long were they on? It's possible the rest of your paint faded a little while the paint behind the decals was protected.

 
If its the old left over adhesive, try using WD-40 and your finger nail to remove the glue. Then polish (whatever polish you prefer) with a white pad on and orbital buffer, then wax.

 
Depending on the color of the vehicle it may be faded paint especially if the vehicle is older. I know red is one of the worst about fading from the sun. I know white will even fade over time. Not sure how to fix it other than body shop unless it is just adhesive that needs removal.

I own a detailing business and this is a pretty common complaint. Since the car is virtually brand new, oxidation is probably out of the equation - especially if it's been in the garage. Try the following steps in terms of increased aggressiveness on the finish. Use the least aggresive method possible, but in your case you probably won't have to go past step two to get it off.

1. Claybar

2. Paint Cleaner such as Meguiar's Paint Cleaner or Klasse All-In-One. If you don't want to buy that, try a little bit of Kerosene (but make sure to wash it off promptly) - it works wonders.

3. Use a medium cut polish by hand or orbital buffer

4. Paint leveler by hand or orbital buffer

5. Rubbing Compound with orbital/rotary buffer

6. Lightly wet sand with 3000 grit sandpaper, followed by heavy cut polish, then a finishing polish - This is the method I use to remove medium scratches that haven't torn through the clear coat.

 
Its oxidization of the exposed paint, while the prior-covered paint is not oxidized. Buff your car dude.
I agree. Especially if it's black, it will probably oxidize quickly like a red car would. As far as rubbing compound, if you don't know what you're doing with it, it will take the paint off. I don't know what claybar is but you can give that or rubbing compound a shot. Then wax your car. I took the letters of my 97 camry and I plan on cutting out the raise surface where one of the stickers were on mine so I might end up in the body shop anyways:(
