I own a detailing business and this is a pretty common complaint. Since the car is virtually brand new, oxidation is probably out of the equation - especially if it's been in the garage. Try the following steps in terms of increased aggressiveness on the finish. Use the least aggresive method possible, but in your case you probably won't have to go past step two to get it off.
1. Claybar
2. Paint Cleaner such as Meguiar's Paint Cleaner or Klasse All-In-One. If you don't want to buy that, try a little bit of Kerosene (but make sure to wash it off promptly) - it works wonders.
3. Use a medium cut polish by hand or orbital buffer
4. Paint leveler by hand or orbital buffer
5. Rubbing Compound with orbital/rotary buffer
6. Lightly wet sand with 3000 grit sandpaper, followed by heavy cut polish, then a finishing polish - This is the method I use to remove medium scratches that haven't torn through the clear coat.
