If your Cap reading is less than the multi meter then I would reground the cap and recheck the readings. If it continues to read low than there is a resistance issue in the meter on the cap itself and the meter is defective, you can ignore this as it wont hurt anything, or you can replace the meter

some of them don't charge themselves, and they'll just constantly eat voltage, same with if the cap's no good

Chances are that you have a bad connection somewhere between the battery and the cap. It could be on either the positive or negative side of the supply. Recheck all of your connections and make sure that nothing is loose.
With the amp off, you should have exactly the same reading as the battery with the car off or the alt with the car on. If that is not the case then the voltmeter on the cap is simply wrong.

you only need to adjust the meter on the cap, there is a little screw type adjustment knob on the digital volt-meter ( ther is a little hole in the plastic top where the adj knob is on, where the meter is, use a mini flat head screw driver) use it to adj the reading on the cap with a dmm,, hope this helps

One thing that hasn't been mentioned yet. Your 2 amplifiers have 140 amps worth of fusing between them, and you've only got a 100 amp fuse at the battery.

I'd suggest running 1 ga back to d block, and upgrading the fuse at the battery to 150 amp. Big 3 is always a good thing too.

If he's not blowing the 100A fuse, he doesn't need to go bigger on the wire or the fuse. He tested the cap (voltage between the input or output, they are electrically the same) and got the same voltage as the alt. His problem is the accuracy of the meter on the cap, not the cap. Either adjust it as mentioned above or simply ignore what it says.
