Can someone please explain this chart?

I am trying to determine exactly how big I should build my box for a single IDQ12D2.

The ID website has this chart.

It lists 14hz / 43 hz with a -3b in car / free space for a 0.85 ft^3 box.

Can someone please explain to me what that means?

I listen to Rock/Blues and Jazz primarly so I'd like to box to best match those genres of music.

I am going to run this sub at 4 ohms using a USA-600x
