Can I run 4 set of speakers on a 1100 watt 4 channel amp? 3-set of components and a pair of 6x9 all rated at 400 watts each.

You can run as many speakers as you want to an amp as long as it's wired correctly for that amp.

The power is divided between the speakers.

IMO You'd be better off properly powering one speaker to its fullest than underpowering a few.

What are these speakers and amp you are planning?

By your 400 watt 6x9 statement I get the feeling you are not using a real 1100 watt amp.
