Building custom 2 way component set?

I need some advice on building a custom tweeter and mid system for my front stage. I want to make my front stage very sharp and powerful sounding. It needs to be very loud to keep up with 4 15's. I think I have found what I want to use.

It says these are 4-8 ohm. What the hell does that mean? It states in the listing that mylar crossover capacitors are included. What exactly are these? Does that mean I don't need passive crossovers or do I? I'm either going to get an active head unit or run crossovers which ever way will work.

I wanted to run these but I was sad to find out they are 8 ohm only...

I would MUCH rather run these because they are much cheaper and most likely better quality. How would I do it? Do these come with crossover capacitors? Would I have to get 8 ohm mids as well? I'm sure I could find an amp that would power these bad boys to their max but I have no idea if I need crossovers or an active head unit or what.

I am going to either get these or some 4 ohm mids...
