bubbled fuse?

I just bought a used amp off the forum and seen it dropped off by UPS at lunch today. opened the box and 1 of the 2 fuses looks melted. its like bubbles and waves. but its not blown should i be concerned about hooking this thing up? Should i even bother hooking it up? should I change the fuses? sorry no pics yet I was home for lunch only 1/2 hour so didnt have time.

 
i used some cheap *** fuses in my distro block (maxi style) and the one for the sub amp did that. I replaced them with some stinger fuses and its been fine ever ever since.

The old ones were 'gold' plated and the stinger are just plain metal.

Resistance??!
