A really wild guess is that you have a Chrysler vehicle, with a horn that doesn't work, and what you're seeing is the factory alarm going off. If so, try turning the key in your door lock. If not, then your guess is as good as mine.

Actually, I have an even better guess. You have an aftermarket alarm in your car, and the siren has been disconnected. It's not unusual for an aftermarket alarm to go off when the battery gets disconnected/reconnected.

I don't know that it does. But many Chrysler vehicles are equipped with factory alarms that can't be disarmed by turning the key in the ignition. Plus, I had it happen with a Sebring once, so it kind of sticks in my head.

I'd still guess that there might be an aftermarket alarm in there that he doesn't know about.
