bad wires?

how likely is it that the wires to my amp are bad?

i just bought a new amp because i thought my old one was blown (the led wouldnt even come on) after installing the new one, the light on it still wouldnt come on. i thought it could be a bad remote wire, so i ran the remote wire directly from the cd player to the amp, that didnt change anything so i know the remote is fine. i reattached the power to the battery just to make sure the connection was fine. i even tried hooking up a nother cd player just to see, still not even the light on the amp came on. i checked the ground wire, it seemed to be fine. the only other thing i can think of to try is hooking up another set up RCA's and seein if that worked, but i doubt it since it wont power on, much less play music. there could be a fuse blown in my car, but the fuse on both my old and new amp were fine, as well as the fuse on the power cable. i guess i could also try a different grounding spot. other than that i am out of ideas. any suggestions?

ok, i put it to dc and 20v and tested the power and remote (not sure how to test the ground) the power measured between .12 and .13, the remote was more like 1.21 or so
