If the amp has good protection circuitry built into it the amp will see undercurrent protection override it before it "smokes out."

And I would imagine a more direct answer to your question would be that it depends on the amp and how well it is built.

 
Its a CDX20A modded same as HK4000D.

I found this statement" With the car on, under loaded circumstances, a full draw amplifier should not cause more than a 3.5 volt drop or you have charging system problems (11 volts)"

Would anyone else agree?

 
Not necessarily charging system problems.....possibly an insufficient one for your stereo's needs but that isn't necessarily indicate a problem (as far as simply its operation is concerned)

But I guess if you drop too severe of a draw on a system that cannot supply it you can start killing voltage regulators, alternators, batteries, and whatnot...
